Oat flour is a flour made from ground hulled oats. It can be store-bought or homemade. To make oat flour at home, oats can be ground in a blender or food processor and then sieved to achieve a uniformly fine consistency. Whole, steel-cut, and rolled oats can all be used to make oat flour[1].
