- Combine the besan, oil, chiles, ginger, salt, chili powder, pepper, and onion in a bowl.
- Mix in enough water to make a thick batter.
- Heat enough oil in a pan for shallow- or deep frying.
- Spoon dollops of batter into the hot oil, and fry until golden brown.
- Serve hot with coriander chutney.
