{{subst:test2}} -> A bit stronger than "test", second test warning

{{subst:please stop|Vandalized page|~~~~}} -> Strong, first (third for tests) warning

{{subst:warn|~~~~}} -> Quite strong, final warning

After that, if they continue (after multiple warnings (3 - 4 usually for more mild cases)), go to your nearest admin, or go to the Administrative Assistance. They will know what to do.
