The Town Tool Shop

On the East side of town is the Town Tool Shop you can buy a variety of goods. Unlike in most games, to buy an item you pick it up and bring it to the counter to make your purchase. Such realism!

The shopkeeper is a smiling bald man in blue robes. Though he can be blunt, he is also honest and will not allow Link to waste money on equipment he can't carry or use.

3 heart bundle 10 Rupees At the start of the game. You can buy a bundle of three hearts for 10 rupees. In normal mode this is a poor deal, but in Hero mode this is an excellent resource.
Deluxe Shovel 200 Rupees At the start of the game.
Piece of Heart 200 Rupees At the start of the game.
Bow and Arrow Set 980 Rupees After the Deluxe Shovel is purchased Useful ranged weapon. Comes with 20 arrows.
10 Arrows 10 Rupees After the Bow and Arrow Set is purchased Ammunition for the bow.
10 Bombs 10 Rupees After Bottle Grotto is cleared. Consumable exploration tool and weapon. Once on the shelves there is no prerequisite to purchasing them. Does not use a bomb bag like in some other Zelda games.

Stealing from the Shop

By rapidly circling around the shopkeeper with an item, and then leaving while he is looking away, you can steal an item. But you shouldn't. Characters who see you from here on, even if you never return to the store, will refer to you as "THIEF". From here on, if you return to the shop, the shopkeeper will be waiting for Link, and before anything can be done, strike him with a energy beam, resulting in a instant game over.

It appears that stealing from the shop does not work in the very beginning of the game, before the sword is acquired. It also appears that it is impossible to steal from the shop while Marin accompanies Link.
