Formats and draws the bottom line for a 16-column table of characters, in a design matching the hundreds of templates for Unicode code blocks, such as {{Unicode chart C1 Controls and Latin-1 Supplement}}. This can contain explanatory legends and footnotes. Template can be omitted if there is no such information.

It appears to be impossible to stop {{notelist}} from making the font smaller, so a {{resize}} to 111% around it will compensate.
