  1. Connect to the database as SYSDBA.
  2. First, install the DBMS_LOCK package by running ?/rdbms/admin/dbmslock.sql SQL> @?/rdbms/admin/dbmslock.sql Package created. Synonym created. Grant succeeded.
  3. Tom Kyte’s runstats package is available from http://asktom.oracle.com/pls/apex/ASKTOM.download_file?p_file=6551378329289980701.   5.
