Energy Efficiency Reference/Leftovers

I've decided to organize the reference into 4 sectors, as is seen on the TOC. I think this will help in focusing users onto the proper topics, and avoid confusion as these 4 sectors have general differences. However, it is okay to link to common recommendations between sectors (ex. lighting, would be a standard between all 4, but row crop irrigation would only be in agriculture) --Michael Koch (talk) 21:45, 3 February 2009 (UTC)
