cmsmcq (C. M. Sperberg-McQueen) is an independent consultant specializing in XML and related technologies.
I served (along with a couple hundred or so other people) on the W3C SGML on the Web working group which developed the XML 1.0 specification and (along with ten other people) on that working group's Editorial Review Board. (These later became the XML interest group and the XML working group; I served on those, too.)
Before that, I was involved in the creation of the Text Encoding Initiative and (together with Lou Burnard) edited the TEI Guidelines for Text Encoding and Interchange.
